I used the website. Make sure you open an admin command prompt copy and paste the below command. There is no C in this command.
If you are on windows 10 home or pro and are administrator you could do a repair install of windows. Sounds like this is what you will need to do. Lots of people having this same problem. A repair upgrade should fix it. The second link has pictures if you are not too skilled with windows yet. Sorry, but I still got the same error in my command prompt admin.
